The main objective of the Competition is to select the best urban and architectural conceptual design for Golootočkih žrtava Square in Podgorica, Montenegro, based on the parameters and recommendations specified in this terms of reference. The conceptual design is expected to propose a distinct and unique refurbishment of the square, with a focus on creating a new public space. In the process of an ongoing urbanization, open public spaces represent an important part of the progression that should encourage citizens to interact socially andand architectural conceptual design for the area of the Golotočkih žrtava Square in Podgorica is expected to, apart from reaching high ambient values and attractiveness of design, provide possibilities for active space use with various ways of utilizations which support and improve social contacts. The particular relevance of this area is its being a transport hub, which makes it a meeting place of the city and travelers who come to Podgorica by bus or train.
The design should presume a feeling of comfort and safety, as well as be in compliance with the principles of sustainability, both during the design and construction as well as afterwards, at the phase of exploitation.
The design should be planned with the aim of reaching the high quality and usage of all spatial potential, whereby the priority should be given to practical and sustainable designs. Within the area there are about 30 low-rise residential buildings of low value. The way of treating these buildings in the conceptual design will significantly affect the visual and spatial quality of the design itself, as well as its financial sustainability.
The conceptual design should also include elements of urban furniture (public lighting, benches, green planters, waste bins, street signposts, signalization, interactive boards, temporary structures, etc.). The design of the elements of urban furniture should be contemporary and cohesive.
Urban furniture should enable rational, innovative, functional and dynamic use of public space, with particular emphasis on the need for transformation in order to be suitable for various cultural and social events.
Proposed design should define places to rest, so it is desirable to consider the possibility of roofing and accentuation of these locations.
During design process, one should take care of safety and inclusivity within the public space that implies adequate lightening, locating of parking for bicycles and design of floor surfacing with tactile fields for enhanced accessibility.
The conceptual design should envisage the possibility of a phased development of the square in relation to the project elements (the square, surrounding buildings).
It is important to point out that a detailed urban plan is being developed, which will integrate the design solution ranking first in the competition, thus contributing to its rapid implementation. For that reason, the emphasis is given to creativity, rationality, functionality and visual qualities of the solution, thus each of these aspects needs to be elaborated in detail and emphasised in the competition design.
CURRENT CONDITION, DEFICIENCIES AND POTENTIAL OF THE AREA
Golootočkih žrtava Square is defined by two important transport facilities – the bus station and the railway station, therefore representing an important transport hub. The square is divided into several smaller units by a road leading to the bus and train stations. The only landscaped area is the one situated immediately to the front and the side of the bus station. Other areas concerned by the project are of low utilisation and aesthetic value.
The buildings surrounding the area of the square have different construction periods and vary in style and purpose, as well as architectural value. The most important building in architectural terms is certainly the main bus station, which with its form and materialisation has a significant impact on the identity of the entire space. Opposite the bus station there is a group of individual housing structures, as well as the old Jusovača prison. These structures are part of the old urban ensemble of Drač, however, they have retained little or nothing of the original appearance, which has been changed mainly by unskilled additions and repairs. On the east side, the area of the square is delineated by the main railway station with related facilities.
GUIDELINES AND RECOMMENDATIONS
The traffic solution will largely determine the use of the area concerned. Bearing in mind the purpose of the square and its particular role as a sort of a gate to the city, the suggestion is to favour pedestrians over motor vehicles. Given that the surrounding buildings are dedicated to transport, implying a high frequency of vehicles, it is recommended that part of the existing road traffic be retained and integrated into the landscaping design with adequate materialisation, and parking redirected to the underground floor(s) to form a larger free space on the stretch between the railway station and Jusovača. The traffic solution should include a proposal for the construction of an underground garage with two or three levels, where level -1 can be optionally organized for business and commercial facilities. Bicycle parking should be provided at a suitable location. The traffic design solution should be integrated in a safe and rational way with the contact zones.
Square – Greenery is introduced as an important part of functionality and aesthetics of the square as an area for social interaction of citizens. Organization and composition of greenery needs to be adjusted to significance, purpose and size of the square, as well as the surrounding buildings. Landscape design is necessary to be adjusted to pedestrian routes. The uniqueness of the square should be achieved through the simplicity of design.
Beside the greenery, the space character is emphasized with paving, lightening and urban equipment. It is possible to place sculptures, fountains, faucets etc.
Tree lines and groups of trees create shaded places and represent a basic form of greenery on paved surfaces. It is also recommended to form green lines in paving with landscaping for the purpose of square design (grass surfaces supplemented with decorative bushes).
Conditions for design
- stylistic harmonization of the landscape design with the surrounding architectural facilities
- harmonize organization and composition of greenery with pedestrian routes
- along the seating areas and pedestrian routes introduce tree line planting
- create green lines in paving
- consider urban equipment and contemporary designed garden elements (benches, waste bins, candelabras, sculptures, monuments, faucets, fountains, etc.)
